Should I tell my gf I love her?

She's said it to me before but always muffles her voice when saying it, or says "i think i love you". Should I just blurt it out? I've only been with her for about a month, but I really do love her. Also, I've been drinking and I don't know how it will factor in... Shes coming over in less than an hour. Should I just say it... I know she's dieing to hear me say it.
